Is a mongolian blue spot suppose to fade when your a teenager?

I'm 16 years old and still have a mongolian blue spot on my shoulder. Aren't they suppose to fade when your a young child or at the beginning of puberty. My mum says that I had one at the bottom of my back but that has now faded.
